PRIME redefines pandemic readiness and provides a practical blueprint for whole-of-society action that puts people, communities and equitable protection at its centre.
About the commission
The NUS–Lancet PRIME Commission was established to answer a key question: how could pandemic preparedness extend beyond plans on paper to ensure that all people were actually protected in a health crisis? The Commission set out to understand how and why protection broke down in the COVID-19 pandemic, and propose practical ways those weaknesses could be overcome.
PRIME is an expert Commission established by the National University of Singapore and The Lancet. Its full name — Pandemic Readiness through Institutions, Mobilising Communities and Equity — reflects the three elements the Commission sees as central to making pandemic readiness work in practice.

Our Purpose
The NUS–Lancet PRIME Commission was established to answer a key question: how could pandemic preparedness extend beyond plans and technical capacities to ensure that people were actually protected in a health crisis? It provides answers to that question, and a practical blueprint to achieve that goal.
